Iran Urges China To Finish South Pars Phase

Iran's oil ministry has asked the Chinese National Petroleum Co. (CNPC) to develop phase 11 of the giant South Pars gas field in a 35-month period with a warning that, otherwise, domestic or foreign contractors would replace it.

The issue was raised yesterday in a meeting between Iran's oil minister Rostam Qassemi and top managers of the Chinese company in Tehran.

In 2009, Iran signed a $4.7 billion deal with CNPC to help develop phase 11 of South Pars that was meant to replace French company TOTAL because of the latter's repeated delays.

The South Pars gas field is shared by Iran and Qatar. The Iranian share, which is divided into 24 phases, has about 14 trillion cubic meters of gas, or about 8% of the total world reserves.

On Tuesday the trading session opening was marked with the dollar ...

On Tuesday the trading session opening was marked with the dollar trading. Thus, Greek aid optimism influenced the market for a short time.? In the European trading session American currency narrowed its losses and ended the day strengthening against European opponents and remained neutral against the yen. It is obvious that investors have already taken into account the decision of European Union according to rumors, and their attention was switched to the U.S. fiscal cliff, which brought a lot of fear now.? The dollar was also supported by the US economic statistics published yesterday , most of which demonstrates positive dynamics. Total volume of durable orders is the same in October in comparison with September, it was better-than-expected by forecast, which expected its decrease by 1.2%? m/m, the consumer confidence rose in November ? the Conference Board Consumer confidence index showed? 73.7 after 73.1 in October, when it was expected only 73.0. Housing market statistics also confirms the housing market recovery ? according to the Federal Housing Finance Agency (the FHFC) house prices rose by 0.2% m/m and by 4.4% y/y, and S&P Case-Shiller report demonstrates rise in house prices in 20 megalopolises in the same month by 3% y/y. Regional data has some divergences? ? the production index conducted by the FRS Richmond in November increased to 9 from 7 earlier, the production index of the FRS Chicago decreased in October by 1.2% m/m, but increased by 5.9% per annum. Today there is only a few news. Housing market data for October will come out, which may demonstrate its decrease by 1.0% after increase +5.7% in the previous month.? The FRS Economic data of the regions (the Beige Book) will pe published soon, which? will bring information about the situation in the region. If talking about the nearest perspectives, we can assume that the dollar will be interesting only as a shelter-currency, and the invetors? attention will be drawn mostly by news about the negotiations of the US government about the budget problems.

    EUR

On the last trading session investors concentrated their attention on the euro for a short time which was caused by the information about the new aid tranche for Greece. On Tuesday the Ministers of Finance of the EU, the ECB and the IMF came to a consensus about the new aid tranche for Greece and allocated 43.7 milliard euros to this country from the EFSF. What is more, it was announced that there is an intention to consider different measures in order to support Greece such as lower interest rate of Greece?s debt, reduce credit interest rates which had been provided by the EFSF, and also 10 years postponement of credit provided by the European Financial Stability Facility. Nevertheless, It didn?t bring risk seeking in the market, maybe because of the fear of budget problems in the USA, which is the most important problem now as it must be solved till by the end of current year. There was almost no news about the EU economy. Only France Consumer Confidence Index for November was published, which showed better results than expected. The Consumer Confidence Index remained unchanged, at the level 84 as in October when it was forecasted its decrease to? 83. Today there are more news ? the money supply data is going to come out , the aggregate M3 is expected to widen to +2.8% y/y in October from+2.7% y/y earlier, but it might slow down to +2.8%? per quarter after +3.0% q/q in the previous period. Germany inflation rate is also expected to come out? ? according to the preliminary calculations the Consumer price index (CPI) for November is expected to decrease? -0.1% m/m, +1.9% y/y against 0.0% m/m, +2.0% y/y in October. It is unlikely that this statistics will cause activity in the market. Members of market will pay attention to the political events in the USA.

    GBP

The British pound was changing its positions against the dollar, but it ended the day decreasing as the euro. The pound sterling was supported by the GDP growth data for the 3rd quarter which demonstrates more precise results. According to the report the main economic indicators remained +1% q/q, but it decreased by 0.1% y/y, at the same time household expenses in Great Britain for the 3rd quarter demonstrated the highest growth for more than two years? ? by 0.6% after its decrease by 0.2% before, and gross profit increased by 0.5% and? 1.0% correspondingly. Maybe it reduced slightly fears of the results for the last quarter of this year. What is more, yesterday at the meeting of Parliament the head of the BoE announced? that he will be surprised if the economy demonstrates bad results for the 4th quarter. The pound was negatively influenced by the announcement of the governor of the Bank of England P. Fisher about British economy that may need additional stimulus next year. Moreover, interest in pound could be reduced by fear of the US budget problems and good data of the US economy. Today there will be no news about ?islands? economy, and the pound will remain under the influence of external information.

    JPY

Yesterday in the trading session Japanese currency decreased slightly against the dollar and ended the trading day almost on the starting prices. The currency pairs demonstrated weak dynamics in narrow corridors, maybe because of subsided political announcements about aggressive quantitative easing and coming elections in the Land of the Rising Sun, fixed on the middle of December. It intensified uncertainty and forced the market to wait for new reference points. Today there was no news about Japanese economy . This week the main information will come out tomorrow. And for the present the currency pairs which involve the yen may produce profits. It may support the Japanese currency in today?s trading session.

    The Kid Who Ruined Christmas

    ?
I waited in line at Target yesterday behind a woman buying a Santa costume, reindeer footprints, fake snow?and a cookie plate to feed the?fictitious character. ?My nine year old still believes,? she giddily told the cashier. Having an almost nine year old myself, I was pretty incredulous that any kid that age still bought the whole Santa thing, but if she wanted to put forth all that effort, more power to her. I?ve never been so glad to be Jewish.

    ?

I mean, there?s no way I?d be up for all of the work that you Christmas celebrating parents have to put forth. You must successfully convince your children that an overweight man, carted by twelve reindeer in the sky, delivered their presents via the chimney while they were sleeping. I have friends who leave faux evidence of reindeer poop or have family come dressed as Santa so they have photographic proof of the visit. Personally, I want some credit for the gifts, since I?m the one who shopped for them, bought them and wrapped them. But, bravo to you folks who go the whole nine yards.

    ?

You know who else deserves a bravo? The children belonging to those of us who don?t celebrate Christmas. It turns out, they are the true heroes of the season. Imagine the pressure those kids face of being in on the act and not being able to tell their friends that the whole thing is a hoax. We train our kids to tell the truth, but they have to bite their tongues while their friends get their pictures taken at the mall and find elves invading their homes and track Santa?s whereabouts online. The whole damn advent calendar is like a ticking time bomb, just waiting to see if our kid is going to be the asshole who ruins Christmas for the ones who still believe.

    ?

So, while you?re decorating your gingerbread houses or baking your Santa cookies or making your world famous fudge, think of that nice Jewish kid in you child?s class and make an extra batch for him. He?s been working his ass off for you and never gets any credit. Or, he?s the one you?re cursing for blowing the whole thing. In that case, cut him a little slack. He really did try.

Toys For Kids And Teens Collection Under Way In Blackstone Valley ...

NORTHBRIDGE, Mass. ? A young mother stood on the steps to 111 South Main St. in Uxbridge one day last week. ?Is this where they give away toys??? she asked.

She is among what will surely be a large number of parents and grandparents depending on the Blackstone Valley Detachment 911 Marine Corps League for Christmas help this year.

Last year, the league gave out about 6,000 toys to more than 1,200 families, said this year?s chairman, William Marcelli.

Members and volunteers have been knocking on doors for a couple weeks with a letter in hand. It introduces recipients to the league?s annual ?Toys for Kids & Teens? campaign through which they hope to collect thousands of toys and gift cards for needy children in the Blackstone Valley.

?We would be deeply grateful if you would allow us to place a toy collection box in your place of business. Any toys donated should be new and unwrapped,?? the letter states.

Collection boxes are already in place at several locations, including Walmart, Northbridge Town Hall in Whitinsville, Gaudette Insurance in Whitinsville and Grafton, Hannafords? Market in Uxbridge and some? places in Worcester.

Marcelli and Bill Audette, who will chair the toy drive next year, said someone will be at the collection and drop-off center every day from around 9 a.m. to 5 p.m. until Christmas.

Last week, they went through pages and pages of records that show the name and address of each recipient and the number and ages of children in the family. In addition to families, the list includes churches in need of help for parishioners.

?People don?t understand how much goes out. It just keeps going,?? Audette said.

?We don?t like to turn anyone away,?? Audette said, and they serve a large area. Recipients aren?t required to show proof of need. There is trust that only those who need the help will request it.

?Just because they drive up in a new car doesn?t mean they?re living high,?? he said. However, they must be Massachusetts residents.

?This means a lot to us,?? Audette said, and it means even more to the people they help. ?We see them leaving in tears,?? grateful there will be toys under the tree for their children, Marcelli said.

In addition to toys, the league accepts hats and mittens and other items of clothing.

There is a particular need for cash, which is used to purchase gift cards, or gift cards themselves, which are perfect gifts for teens, Audette said.

Greece, markets satisfied by EU-IMF Greek debt deal

BRUSSELS (Reuters) - The Greek government and financial markets were cheered on Tuesday by an agreement between euro zone finance ministers and the International Monetary Fund to reduce Greece's debt, paving the way for the release of urgently needed aid loans.

The deal, clinched at the third attempt after weeks of wrangling, removes the biggest risk of a sovereign default in the euro zone for now, ensuring the near-bankrupt country will stay afloat at least until after a 2013 German general election.

"Tomorrow, a new day starts for all Greeks," Prime Minister Antonis Samaras told reporters at 3 a.m. in Athens after staying up to follow the tense Brussels negotiations.

After 12 hours of talks, international lenders agreed on a package of measures to reduce Greek debt by more than 40 billion euros, projected to cut it to 124 percent of gross domestic product by 2020.

In an additional new promise, ministers committed to taking further steps to lower Greece's debt to "significantly below 110 percent" in 2022.

That was a veiled acknowledgement that some write-off of loans may be necessary in 2016, the point when Greece is forecast to reach a primary budget surplus, although Germany and its northern allies continue to reject such a step publicly.

Analyst Alex White of JP Morgan called it "another moment of ?creative ambiguity' to match the June (EU) Summit deal on legacy bank assets; i.e. a statement from which all sides can take a degree of comfort".

The euro strengthened, European shares climbed to near a three-week high and safe haven German bonds fell on Tuesday, after the agreement to reduce Greek debt and release loans to keep the economy afloat.

"The political will to reward the Greek austerity and reform measures has already been there for a while. Now, this political will has finally been supplemented by financial support," economist Carsten Brzeski of ING said.

    PARLIAMENTARY APPROVAL

To reduce the debt pile, ministers agreed to cut the interest rate on official loans, extend the maturity of Greece's loans from the EFSF bailout fund by 15 years to 30 years, and grant a 10-year interest repayment deferral on those loans.

German Finance Minister Wolfgang Schaeuble said Athens had to come close to achieving a primary surplus, where state income covers its expenditure, excluding the huge debt repayments.

"When Greece has achieved, or is about to achieve, a primary surplus and fulfilled all of its conditions, we will, if need be, consider further measures for the reduction of the total debt," Schaeuble said.

Eurogroup Chairman Jean-Claude Juncker said ministers would formally approve the release of a major aid installment needed to recapitalize Greece's teetering banks and enable the government to pay wages, pensions and suppliers on December 13 - after those national parliaments that need to approve the package do so.

The German and Dutch lower houses of parliament and the Grand Committee of the Finnish parliament have to endorse the deal. Losing no time, Schaeuble said he had asked German lawmakers to vote on the package this week.

Greece will receive 43.7 billion euros in four installments once it fulfils all conditions. The 34.4 billion euro December payment will comprise 23.8 billion for banks and 10.6 billion in budget assistance.

The IMF's share, less than a third of the total, will be paid out only once a buy-back of Greek debt has occurred in the coming weeks, but IMF Managing Director Christine Lagarde said the Fund had no intention of pulling out of the program.

Austrian Chancellor Werner Faymann welcomed the deal but said Greece still had a long way to go to get its finances and economy into shape. Vice Chancellor Michael Spindelegger told reporters the important thing had been keeping the IMF on board.

"It had threatened to go in a direction that the IMF would exit Greek financing. This was averted and this is decisive for us Europeans," he said.

The debt buy-back was the part of the package on which the least detail was disclosed, to try to avoid giving hedge funds an opportunity to push up prices. Officials have previously talked of a 10 billion euro program to buy debt back from private investors at about 35 cents in the euro.

The ministers promised to hand back 11 billion euros in profits accruing to their national central banks from European Central Bank purchases of discounted Greek government bonds in the secondary market.

    BETTER FUTURE

The deal substantially reduces the risk of a Greek exit from the single currency area, unless political turmoil were to bring down Samaras's pro-bailout coalition and pass power to radical leftists or rightists.

The biggest opposition party, the hard left SYRIZA, which now leads Samaras's center-right New Democracy in opinion polls, dismissed the deal and said it fell short of what was needed to make Greece's debt affordable.

Greece, where the euro zone's debt crisis erupted in late 2009, is proportionately the currency area's most heavily indebted country, despite a big cut this year in the value of privately-held debt. Its economy has shrunk by nearly 25 percent in five years.

Negotiations had been stalled over how Greece's debt, forecast to peak at 190-200 percent of GDP in the coming two years, could be cut to a more bearable 120 percent by 2020.

The agreed figure fell slightly short of that goal, and the IMF insisted that euro zone ministers should make a firm commitment to further steps to reduce the debt if Athens faithfully implements its budget and reform program.

The main question remains whether Greek debt can become affordable without euro zone governments having to write off some of the loans they have made to Athens.

Germany and its northern European allies have hitherto rejected any idea of forgiving official loans to Athens, but European Union officials believe that line may soften after next September's German general election.

Schaeuble told reporters that it was legally impossible for Germany and other countries to forgive debt while simultaneously giving new loan guarantees. That did not explicitly preclude debt relief at a later stage, once Greece completes its adjustment program and no longer needs new loans.

But senior conservative German lawmaker Gerda Hasselfeldt said there was no legal possibility for a debt "haircut" for Greece in the future either.

At Germany's insistence, earmarked revenue and aid payments will go into a strengthened "segregated account" to ensure that Greece services its debts.

A source familiar with IMF thinking said a loan write-off once Greece has fulfilled its program would be the simplest way to make its debt viable, but other methods such as forgoing interest payments, or lending at below market rates and extending maturities could all help.

German central bank governor Jens Weidmann has suggested that Greece could "earn" a reduction in debt it owes to euro zone governments in a few years if it diligently implements all the agreed reforms. The European Commission backs that view.

The ministers agreed to reduce interest on already extended bilateral loans in stages from the current 150 basis points above financing costs to 50 bps.

Some GOP lawmakers now flout anti-tax man Norquist

WASHINGTON (AP) ? For decades, conservative lobbyist Grover Norquist vowed to drive Republicans out of office if they didn't pledge to oppose tax increases. Many lawmakers signed on.

But now, several senior Republicans are breaking ranks, willing to consider raising more money through taxes as part of a deal with Democrats to avoid a catastrophic budget meltdown.

Tennessee Sen. Bob Corker says the only pledge he will keep is his oath of office. House Majority Leader Eric Cantor says no one in his home state of Virginia is talking about what leaders in Washington refer to simply as "The Pledge," a Norquist invention that dates to 1986. Georgia Sen. Saxby Chambliss says he cares more about his country than sticking to Norquist's pledge.

It's quite an about-face for senior members of a party that long has stood firmly against almost any notion of tax increases. And while GOP leaders insist they still don't want to see taxes go up, the reality of a nation in a debt crisis is forcing some to moderate their opposition to any movement on how much Americans pay to fund their government. Republican legislators and Democratic President Barack Obama's White House are haggling vigorously as they look for ways to reach agreement on detailed tax adjustments and spending cuts before automatic, blunt-force changes occur at the new year.

"Oh, I signed it," Sen. Jeff Sessions of Alabama said on Fox News about Norquist's pledge, adding he still supports its goals. "But we've got to deal with the crisis we face. We've got to deal with the political reality of the president's victory."

The naysaying about the pledge is raising the question of whether Norquist ? a little-known Republican outside of Washington ? is losing his position of power within the GOP. It's a notion that he calls ridiculous.

"Nobody's turning on me," Norquist said Monday.

But he indicated he would turn on lawmakers who defy him, starting with Corker, who Monday published an opinion piece in The Washington Post outlining an alternative to the budget breakdown that includes more revenue.

"Corker was elected to the Senate because he took the pledge," Norquist said on Fox News. "He would not be a senator today if he hadn't made that commitment. If he breaks it, he's going to have to have a conversation with the people of Tennessee about his keeping his word. And the same thing with other people who are elected because they made that written commitment to the people of their state."

At the White House, spokesman Jay Carney said Monday that the shifting away from Norquist signaled an opportunity for Republicans to work with President Obama.

"They represent what we hope is a difference in tone and approach to these problems and a recognition that a balanced approach to deficit reduction is the right approach," Carney said.

Norquist, the head of the conservative Americans for Tax Reform, opposes tax increases of any kind, whether eliminating deductions, a position some GOP lawmakers say they're open to, or raising rates. He has insisted on hardline positions from lawmakers and, for years, has held outsized sway in the party for someone who does not hold public office. His pledge doesn't allow any change to the tax code that adds a dollar to revenues.

House Speaker John Boehner has called that notion unrealistic and has dismissed Norquist as "some random person."

Nevertheless, Norquist has maintained a certain level of clout for years.

Heading into the 2012 elections, 279 lawmakers had signed Norquist's' pledge, according to Americans for Tax Reform.

But some who have signed the pledge are having second thoughts. And when the new House is seated next year, no more than 212 of them consider themselves bound by the promise.

"I'm not obligated on the pledge," Corker told CBS News. "I was just elected. The only thing I'm honoring is the oath I take when I serve when I'm sworn in this January."

He's not alone in his stance on the pledge.

"When I go to the constituents that have re-elected me, it is not about that pledge," Cantor said on MSNBC. "It really is about trying to solve problems."

Chambliss, a veteran senator from Georgia, said he signed the pledge during an earlier campaign when the country's debt was nowhere near its current $16 trillion level.

"Times have changed significantly, and I care more about my country than I do about a 20-year-old pledge," Chambliss told his local television station. "If we do it (Norquist's) way, then we'll continue in debt."

"I'm frankly not concerned about the Norquist pledge," Chambliss added.

Raising taxes, whether by closing loopholes or raising tax rates, is seldom a vote-winning strategy.

President George H.W. Bush broke his campaign promise to not raise taxes; he ended up losing re-election 1992.

Other Republicans, however, now are willing to put additional tax revenues on the table as a bargaining chip for a deal with Democrats to get changes in Social Security and Medicare and pare down federal deficits.

"I agree with Grover, we shouldn't raise rates. But I think Grover is wrong when it comes to we can't cap deductions and buy down debt," Sen. Lindsey Graham of South Carolina said Sunday on ABC's "This Week."

"I will violate the pledge ? long story short ? for the good of the country, only if Democrats will do entitlement reform," he added.

Rep. Peter King of New York told Sunday's "Meet the Press" on NBC that the pledge is good for a two-year term only.

"A pledge you signed 20 years ago, 18 years ago, is for that Congress," King said. "For instance, if I were in Congress in 1941, I would have signed a support of declaration of war against Japan. I'm not going to attack Japan today. The world has changed, and the economic situation is different."

And Sen. John McCain, his party's presidential nominee in 2008, said the pledge is losing its clout.

"Fewer and fewer people are signing this, quote, pledge," he told an audience recently.

Why Regulation of Social Workers Matters : Health Manager

Why Regulation of Social Workers Matters

Posted by admin on Monday, November 26, 2012 ? Leave a Comment?

Every profession has people who do not perform as they should and for the public to have confidence there must be a mechanism for the appropriate handling of these situations, writes Ginny Hanrahan, CEO Health and Social Care Professionals Council and Registrar for the Social Workers Registration Board at CORU.

Over many years Irish people have become accustomed to hearing about ?systems failures? which have let down the most vulnerable people in our society, from the ill-treatment of older people in nursing homes, to very sick people sitting on hospital trolleys in corridors for days on end, to the failure of social services to respond to families in distress and place children in care in situations where it proved absolutely necessary.

    Ginny Hanrahan

    Ginny Hanrahan

A number of health and social care professions including the Social Work profession have been subject to critical media attention. For example, the media coverage of the recent publication of the report of the Independent Child Death Review Group highlighted unacceptable practices by some of the social workers involved.

And yet, the vast majority of social workers are doing a good job supporting the most vulnerable and distressed people in our society. Their role is crucial and their commitment and dedication to their profession is admirable, working as they do in a climate of constraints/limited resources and organisational change similar to all working in health and social care. Indeed, although it reported a litany of failures, the Independent Child Death Review Group also highlighted many examples of good practice by social workers.

The Government has committed to a reform of the State?s support for families. During the summer, the Minister for Children and Youth Affairs gave details of the new Child and Family Support Agency which, from January next, will assume responsibility for the protection of children.

As the Registrar for Social Workers, my view is that regulation of social workers is a central part of this reform.

Social Workers have unsupervised access to children and vulnerable people and they must have a thorough grounding in the relevant law, social justice and be able to develop and build co-operative relationships with people and their families, often in difficult circumstances where their involvement might not be welcome. As a society we place a great deal of trust in social workers and we must have confidence that they can intervene appropriately and judiciously in difficult situations.

Similar to the Medical Council and An Bord Altranais, we at CORU have put in place a framework to regulate the 12 professions who come under the Health and Social Care Professionals Act 2005 in order to protect the public.

Similar to the Medical Council and An Bord Altranais, we at CORU have put in place a framework to regulate the 12 professions who come under the Health and Social Care Professionals Act 2005 in order to protect the public. This is achieved through fostering high standards of professional conduct, professional education, training and competence among those registered.

This is a positive development for the profession. The publication of a Code of Professional Conduct and Ethics provides a helpful professional framework for Social Workers and will support them in ethical decision-making.

Inquiries into conduct and/or competence are, of course, the most publically visible face of regulation. Once that part of the Act is commenced by the Minister for Health, Social Workers registered with CORU may be subject to Fitness to Practise, as will the other regulated health and social care professions, as their registers open, ensuring that those who are not competent will be appropriately sanctioned.

Every profession has people who do not perform as they should and for the public to have confidence there must be a mechanism for the appropriate handling of these situations. We live in a society where trust and confidence in a profession is entirely dependent on accountability through regulation. While many of us will never have cause to interact with a social worker, those who do, the service users of the social workers, are entitled to know that the profession is regulated.

We know from feedback that the profession is anxious about the introduction of these disciplinary procedures. What?s important for them to know is that the process will be fair and transparent with a ?triage? system to weed-out vexatious or groundless complaints.

Furthermore, international experience suggests that only a small percentage of social workers will have to answer a complaint made about them and an even smaller percentage will have an adverse finding made against them. This is similar for all of the professions to be regulated by CORU.

As with all other regulated professions, there is a cost which is borne by the regulated professionals. The fee is ?295 a year for each registered professional. While we accept that this is not an unsubstantial amount for people to pay, it is the minimum fee which will allow CORU to fulfill our legislative responsibilities as a self-funded body, and is based on reports by financial specialists. The fee is tax deductible when required to work and is based on an each individual?s position. It will be equally? applicable to the other 11 professions who will be regulated by CORU.

We encourage Social Workers to apply for registration as soon as possible, as everyone must have applied for registration by the 31st May 2013. For existing practitioners applying to get onto the register now, the initial fee will cover registration until 31st May 2014

The Radiographers Registration Board is currently preparing to open its register in the near future. Minister Reilly announced in the D?il on the 2 October that he will be appointing the Speech and Language Therapists?, Occupational Therapists? and Dietitians? Registration Boards shortly with the Physiotherapists? Registration Board to be appointed by the end of the year. The other professions; social care workers, psychologists, podiatrists, medical scientists, clinical biochemists and orthoptists are progressing to regulation over the next couple of years

Through the fee, we must raise sufficient funds to administer the 12 Registers, approve 56 education and training programmes for the 12 professions and, where necessary, conduct fitness to practise inquiries. This work, which is for the long term benefit of the professions and the general public, has to be undertaken without direct cost to the Exchequer.

From 31 May 2013 any Social Worker who wishes to practise using the title ?Social Worker? must have applied to be registered with CORU. That is the law. By applying now Social Workers can ensure that their application for registration can be processed and approved, allowing them to continue to work and making sure that there is no impact on the delivery of services.

Buying or Leasing Your Next Vehicle ? Which Makes More Sense ...

When it comes time to replace your vehicle, you have three options.? The most economical option is to pay cash for your new ride, but few people have such deep pockets.? The next and most common option is to take out a loan and finance your purchase. For some, however, leasing may make more sense.

If you happen to have the financial resources available, paying cash can save you thousands of dollars in interest payments.? For example, paying cash instead of financing a $24,000 car at three percent interest over four years can save you upwards of $3,000 over the life of the loan.

For the vast majority of consumers, the choice comes down to financing their purchase or leasing.

Monthly lease payments typically run between 30 percent and 60 percent less than loan payments, but it?s important to remember that at the end of the lease term you won?t own the vehicle. Once your loan is paid off, you?ll own a vehicle with resale value and your only expenses will be taxes, fuel, insurance and maintenance costs.

Monthly loan payments consist of a principle payment, which is applied to the original amount of the loan, and interest charges which is how the finance company or bank makes its money. Monthly lease payments include depreciation charges and interest charges.

Unlike loan interest rates, which are clearly stated, lease interest rates are a little less straightforward. ?Be sure to ask the dealer or leasing company to provide you with the money factor of the lease in addition to the interest rate. Multiply the money factor by 2,400 to come up with the actual interest rate of the lease.

If you?re considering a lease, keep in mind that inexpensive auto leases are not as common as they were before the financial markets collapse of 2008.

You should also select a lease term that doesn?t exceed the vehicle?s bumper to bumper warranty. In most cases, this will be 36 month or 48 months. It simply doesn?t make sense to have to pay for repairs on what is essentially a rental vehicle.

Even if you don?t plan to purchase the vehicle at the end of the lease, you should consider the resale value of the vehicle you?re considering leasing.? The higher the resale value, the lower the depreciation costs, and hence, the lower the lease payments.

Be sure the lease agreement includes enough mileage for your needs. Otherwise you may be hit with a big penalty when you return the vehicle at the end of the lease period.? Most lease agreements will allow you to pay for extra mileage up front.

Movie Review: ?Lincoln? Is Honest Entertainment | njtoday.net ...

    4 popcorns

By Michael S. Goldberger, film critic

We knew Lincoln was a great man, a wit, an altruist, a template for humanitarianism and a darn good rassler in his youth. But often lost is what a brilliant politician he was, maybe because of the negative connotation generally ascribed that occupation. In director Steven Spielberg?s ?Lincoln,? Daniel Day-Lewis magnificently rectifies that oversight.

Should you choose to venture with the 16th President of the United States during the last months of the Civil War, be prepared for two and one half hours of the most intelligent, thoughtful and provocative entertainment to come down the cinema pike in recent time. While seeing it won?t earn you an M.A. in history, one should be granted a credit or two.

This is responsible stuff. And though loaded with life?s humor, usually via the title character?s pungent anecdotes, truisms and observations, there is little Hollywoodization here to make the smart and weighty go down easy. OK, it isn?t for everyone. Yet it is a testament to Mr. Spielberg?s brilliance that he makes such heady material so accessible.

There?s a whole bunch going on at once, both in the narrative so splendidly realized and in the grand but deceptively simple process that presents it. The filmmaker sings a paean to the tradition of historical movies, acknowledging the pageantry of the ages, and yet happily skips all the baroque surplus thanks to an instinctive economy of storytelling.

An award-worthy script by Tony Kushner, adapted in part from Doris Kearns Goodwin?s book, is obviously interpreted with due reverence by a stellar cast. It can get a little complicated, especially if you?ve been out of school for a while. However, in time the memory is jogged and you figure out who?s who, by word, deed and even body language.

The scenario: It?s early 1865 and, while it?s fairly certain the North will win the war, the nature and structure of the peace that will follow pose numerous questions and enigmas. Although the union will be preserved, Mr. Lincoln sees his work far from done. Granted, the Emancipation Proclamation fulfilled a military goal, but slavery is still not abolished.

Hence, honest Abe has now turned most of his attention and energies to the proposed 13th Amendment. Passed by a friendly Senate, its future in the House of Representatives is precarious. What thus follows is a world class primer on advice, consent, everything Machiavelli taught, a little Medici and maybe a few moves and stratagems from Caesar.

Lincoln, driven by moral certainty, doesn?t actually say the end justifies the means. But when he concedes to his associates that one ploy in particular is a lawyerly tactic he first ventured back on the circuit in Illinois, we take it as a sly wink cordially inviting us into his confidence. We are aboard to see justice done, and feeling all ennobled for it.

Doing the great man?s bidding and thereby framing for us the length and breadth of Mr. Lincoln?s diplomatic brilliance is Secretary of State William Seward, convincingly realized by David Strathairn. Sullying his hands where the President cannot, we?re literally brought to the back room where two scalawag go-betweens add comic relief.

The negotiations and brinksmanship recall the warning of the pundit who said folks should avoid seeing two things made: laws and sausage. Indeed, it?s tough going for the emancipator. And as the work proceeds, one can?t help make analogies to current, well-meaning politicians, and appreciate the loneliness that can often attend a moral mission

Spielberg, through Daniel Day-Lewis?s all-encompassing command of both the myth and the man, subtly pedestals the protagonist, evidencing the admiration earned even from his most ardent political foes. We check ourselves, rationally sure that he was but human, yet remain in awe of this down home soul whose abilities seem otherworldly.

Creating the time and temper of the intriguing milieu is a solid supporting cast led by Sally Field as the troubled and often maligned Mary Todd Lincoln. But the pick here for a secondary Oscar is Tommy Lee Jones as Thaddeus Stevens, abolitionist, congressman and the cleverly embodied proof that politics makes for strange bedfellows.

However, a nomination for the major male statuette is sure to be garnered by Daniel Day-Lewis. In the vernacular of the texting generation, his portrayal is awesome?totally. The performance, a veritable lesson in method acting worthy of Brando, uncannily captures not only what is known of Lincoln, but enchantingly assumes his spirit as well.

Too bad for those who will avoid this epochal gem because they don?t care for history, preferring instead to repeat its mistakes. This is a sturdy monograph certain to win the muse Clio?s approval. Vigorously reconstructing the watershed era in question, ?Lincoln? also shows us that divisiveness can be overcome when good people put their minds to it.

Social Media Ad Spend To Hit $9.2 Billion - Business Insider

    Justin Sullivan / Getty Images

Good morning, Adland. Here's what you need to know today:
    • Social media ad spend is slated to double from $4.6 billion this year to $9.2 billion in 2016, a report by?BIA/Kelsey?predicts. Furthermore, native spots will increase from $1.53 billion this year to $3.85 billion in 2016.
    • McDonald's?has a new president, and this changeover has "prompted concern among the chain's agencies," Ad Age reports. The fast food giant spent $1.37 billion on advertising last year, with DDB Chicago as its lead shop, but the company has been in a sales slump. Although McDonald's has been pretty loyal to its agency ties, the company's competitors like Arby's, Taco Bell, and Burger King, have made recent shifts with its shops.
    • Digiday?asked clients if agency swag ? from free jeans to box-seats at Yankees games ? is actually an incentive to sign with certain shops.

On patrol with a shark ranger in Indonesia

    By Ed Flanagan, NBC News

RAJA AMPAT, Indonesia ? The remote Indonesian archipelago of Raja Ampat is home to an underwater treasure trove of coral reefs and tremendous biodiversity, miles away from polluted urban centers and human encroachment.

The faraway islands in Western Papua, regarded by many marine experts as having the potential to help restore the world's ailing coral reefs, are vulnerable to the unchecked exploitation of a lucrative treasure that is rapidly disappearing from Indonesia's waters: sharks.

China's growing appetite for the de rigueur shark fin soup has attracted fishermen from elsewhere in Indonesia and Southeast Asia to the waters around Raja Ampat's 1,500 islands.

Understanding the beauty and diversity of Raja Ampat, aka 'Underwater Eden'?

Alarmed, conservationists and local villagers worked together to create the Misool Eco Resort and Conservation Center in 2005, establishing a 165-square-mile "No-Take Zone" that banned fishing.

When a neighboring village requested to take part, the area was expanded to 472 square miles, roughly the size of the city of Los Angeles.

Scientists rush to save manta rays, the 'pandas of the ocean'

The Misool team also recruited a group of rangers to help patrol the waters for illegal fishermen. Earlier this year, NBC News had an opportunity to go on patrol with Abdul Razak Tamher, 31, one of the first rangers.

Q: Before 2005, what were shark and fish stocks like in this area of Raja Ampat?

A: Before 2005, one of the main occupations of the people of my village was fishing. That's what we did every day and one of the big things fished were sharks. By the 2000s there were very few sharks left in the area, but in the 1980s and 90s when I was fishing there were lots of sharks. A lot of people used dynamite and potassium cyanide for fishing.

Q: So did villagers in Misool know they had to change the way things were done?

A: At that time, people here really didn't think much about shark or marine conservation. We didn't know shark fishing was illegal (prior to the formation of the No-Take Zone in 2005, the local governor had actually signed a law against shark fishing) because nobody from the government came out here to tell or educate us that it was illegal and bad for the ecology to fish sharks.

It was really through the efforts of the resort to educate the village about the importance of sharks and protecting the marine environment that we saw the importance of it and began to appreciate the natural beauty ourselves. Now if people from my village hear of a shark fishing boat coming into this area, they get really upset.

NBC News' Richard Engel talks to a Conservation International scientist as he identifies a new species of fish.

Q: Is conservation a completely foreign idea here? Isn't there a long tradition of seasonal fishing and spiritual beliefs around protecting certain animals?

A:?We've embraced principles of conservation since the beginning of our culture. They were simple ideas, but they still worked for us. For example, we would harvest clams from the ocean for six months, then depending on the ocean conditions, we would close that area for sometimes up to a year before harvesting again.

Many of the original families in this area are forbidden to eat different sea creatures like sharks or turtles or other kinds of fish. In each case, there is a reason why each family respects and protects a certain animal. It could be that a family member or fisherman generations ago was rescued by that species or guided to land at a time of need. Many still believe that if someone in the family breaks this taboo, they will get sick or something bad will happen.

Q:?In 2006, the rangers were formed with just five of you and a few of you were actually former shark fishermen. What made you make such a dramatic change in your life?

?A:?I personally wasn't involved in shark fishing, but other original rangers that were here in the beginning and their village elders were shark fishermen. Even though they were shark fishermen and lived off the harvest of the ocean, they realized that they needed to preserve this area and the marine life for future generations to come.

Many of us felt ? and still feel today ? that if we told our children or grandchildren that there were lots of fish and sharks in the sea around these islands and they went there and saw none they would think that we were liars and we just couldn't allow that to happen.

Conservation International works with Indonesian children to help them learn how to protect the most diverse underwater region in the world. ?NBC News' Richard Engel reports.

Q:?What was it like in the early days with the rangers?

A:?The rangers weren't really effective until 2009 because at that time there was only one speed boat that was always busy getting lumber for the construction of the resort. So we would only go out if we saw an illegal boat go past the resort. From 2006-2009, we went out almost every day. In the months of June and July, the area was choked with shark finning boats from as far away as Java that cast long lines with sometimes 1,000 or 2,000 hooks to catch sharks.

To expel the foreign boats, it wasn't a problem. We would just go up to the boats and tell them leave and they would go. Local fishermen were tougher. Most of the problems had to do with local fishermen not agreeing with the contract we signed with Misool Eco Reserve to create the no-take zones or claiming they were not around when the contract had been reached. They would also say we have it easy since we work as rangers and make a lot of money, so we don't need to fish like they did.

Q:?How soon after the reserve formed did you start to see results from the sanctuary?

A:?After two or three years, I started to see a lot of sharks in the lagoons and my friends who went diving began to see more fish. There were just some researchers here in Misool who were shocked by the amount of fish who were in the protected areas. The results have just been amazing.

Q:?How have the villages in the area adapted to the sanctuary?

A:?In the beginning, there were a lot of problems with the villagers not understanding the rangers' mission. The most important thing we did to get people behind us was to use Adat, or traditional Papuan village law. This was done by developing a close relationship with the ancestral village head, as he holds the power of the village and so people will listen to what he says. If we didn't have the village head, then it would have been difficult to enforce the rules of the sanctuary.

Q:?What's next for the rangers in the coming years?

A:?We all hope the ranger patrol can continue forever and that we have the resources to keep recruiting young people from the villages to the patrol. We now have three ranger stations built and we hope to have three rangers in every station with small, fuel-efficient boats that can be used to spot illegal fishermen and intercept them until support can show up.

The other big problem we'd like to fix is communication. Radio communication in this region of Raja Ampat is difficult because all the radios we have now are line-of-sight and the islands interfere with signal within short distances. The plan is to build a main radio/repeater station that will cover the entire area so that there is clear contact throughout the sanctuary.

Egypt's president faces judicial revolt over decree

CAIRO (Reuters) - Egyptian President Mohamed Mursi faced a rebellion from judges who accused him on Saturday of expanding his powers at their expense, deepening a crisis that has triggered violence in the street and exposed the country's deep divisions.

The Judges' Club, a body representing judges across Egypt, called for a strike during a meeting interrupted with chants demanding the "downfall of the regime" - the rallying cry in the uprising that toppled Hosni Mubarak last year.

Mursi's political opponents and supporters, representing the divide between newly empowered Islamists and their critics, called for rival demonstrations on Tuesday over a decree that has triggered concern in the West.

Issued late on Thursday, it marks an effort by Mursi to consolidate his influence after he successfully sidelined Mubarak-era generals in August. The decree defends from judicial review decisions taken by Mursi until a new parliament is elected in a vote expected early next year.

It also shields the Islamist-dominated assembly writing Egypt's new constitution from a raft of legal challenges that have threatened the body with dissolution, and offers the same protection to the Islamist-controlled upper house of parliament.

Egypt's highest judicial authority, the Supreme Judicial Council, said the decree was an "unprecedented attack" on the independence of the judiciary. The Judges' Club, meeting in Cairo, called on Mursi to rescind it.

That demand was echoed by prominent opposition leader Mohamed ElBaradei. "There is no room for dialogue when a dictator imposes the most oppressive, abhorrent measures and then says 'let us split the difference'," he said.

"I am waiting to see, I hope soon, a very strong statement of condemnation by the U.S., by Europe and by everybody who really cares about human dignity," he said in an interview with Reuters and the Associated Press.

More than 300 people were injured on Friday as protests against the decree turned violent. There were attacks on at least three offices belonging to the Muslim Brotherhood, the movement that propelled Mursi to power.

    POLARISATION

Liberal, leftist and socialist parties called a big protest for Tuesday to force Mursi to row back on a move they say has exposed the autocratic impulses of a man once jailed by Mubarak.

In a sign of the polarization in the country, the Muslim Brotherhood called its own protests that day to support the president's decree.

Mursi also assigned himself new authority to sack the prosecutor general, who was appointed during the Mubarak era, and appoint a new one. The dismissed prosecutor general, Abdel Maguid Mahmoud, was given a hero's welcome at the Judges' Club.

In open defiance of Mursi, Ahmed al-Zind, head of the club, introduced Mahmoud by his old title.

The Mursi administration has defended the decree on the grounds that it aims to speed up a protracted transition from Mubarak's rule to a new system of democratic government.

Analysts say it reflects the Brotherhood's suspicion towards sections of a judiciary unreformed from Mubarak's days.

"It aims to sideline Mursi's enemies in the judiciary and ultimately to impose and head off any legal challenges to the constitution," said Elijah Zarwan, a fellow with The European Council on Foreign Relations.

"We are in a situation now where both sides are escalating and its getting harder and harder to see how either side can gracefully climb down."

    ADVISOR TO MURSI QUITS

Following a day of violence in Cairo, Alexandria, Port Said and Suez, the smell of tear gas hung over the capital's Tahrir Square, the epicentre of the uprising that toppled Mubarak in 2011 and the stage for more protests on Friday.

Youths clashed sporadically with police near the square, where activists camped out for a second day on Saturday, setting up makeshift barricades to keep out traffic.

Al-Masry Al-Youm, one of Egypt's most widely read dailies, hailed Friday's protest as "The November 23 Intifada", invoking the Arabic word for uprising.

But the ultra-orthodox Salafi Islamist groups that have been pushing for tighter application of Islamic law in the new constitution have rallied behind Mursi's decree.

The Nour Party, one such group, stated its support for the Mursi decree. Al-Gama'a al-Islamiya, which carried arms against the state in the 1990s, said it would save the revolution from what it described as remnants of the Mubarak regime.

Samir Morkos, a Christian assistant to Mursi, had told the president he wanted to resign, said Yasser Ali, Mursi's spokesman. Speaking to the London-based Asharq Al-Awsat newspaper, Morkos said: "I refuse to continue in the shadow of republican decisions that obstruct the democratic transition".

Mursi's decree has been criticized by Western states that earlier this week were full of praise for his role in mediating an end to the eight-day war between Israel and Palestinians.

"The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said.

The European Union urged Mursi to respect the democratic process.
