Bots Drive 16% of U.S. Web Traffic [INFOGRAPHIC]

Along with trolls and Rickrolls, bots are the scourge of the Internet.

Automated clicks on ads and other web content drive down value, diminish investments and hurt integrity. And the bot problem only seems to be getting worse as technology advances. This summer, for example, a Long Island startup gained widespread attention after claiming that 80% of the clicks it paid for in Facebook ads came from bots and not humans.

But just how bad is the bot epidemic -- and how can bots be beat?

The online advertising company Solve Media recently ran some analytics on the issue, and came up with a number of interesting results, which are presented in the following infographic.

Among Solve's more interesting findings is that, while the United States may have the most bots in terms of sheer numbers, it actually has a lower rate of non-consumer traffic than some other countries. Some 16 percent of U.S. traffic is bot-based, according to Solve, but in Singapore that number is an astonishing 56 percent. In Taiwan, it's 54 percent, and 43 percent in the Philippines.

That can mean a potential major loss of money for advertisers. Online display advertising will reach $15.3 billion this year, according to some estimates, so all that bot traffic means an overall potential spending waste by advertisers that reaches into the hundreds of millions of dollars at a minimum.

So what can you, online advertiser, do to defeat the bots? Looking for cost-per-engagement advertising opportunities, partnering with publishers who actively fight bot traffic and implementing tracking technology are three good ways to get started. For more, check out the full infographic below.

CVR Wynnewood, Oklahoma refinery boiler blast kills worker

HOUSTON (Reuters) - One worker was killed in a boiler explosion on Friday at CVR Energy Inc.'s 70,000 barrel per day (bpd) Wynnewood, Oklahoma, refinery, a company spokeswoman said in a statement.

Another refinery employee was taken to an Oklahoma City hospital, according to Garvin County Sheriff Larry Rhodes.

There was no fire following the blast, which occurred at about 6:20 p.m. local time (1120 GMT) because the refinery was shut down for a 40-day overhaul, Rhodes said.

"There was no threat to Wynnewood or the surrounding communities," Rhodes said.

Neither the company nor Rhodes gave details about the injuries employees sustained in the blast.

Boilers are required at a refinery to generate steam for electrical power production, and for use in the crude oil refining process.

"All other employees are accounted for at this time," said CVR spokeswoman Angie Dasbach. "Company officials are assessing the situation and will provide updates as information becomes available."

CVR acquired the Wynnewood refinery when it purchased Gary-Williams Energy Corp for $525 million in December.

Wynnewood is located 67 miles south of the state capital of Oklahoma City.

10 percent of all online traffic is bots, says study

A new study by advertising company Solve Media indicates that one out of 10 hits on any given website is a bot or automated script. No matter how you look at it, that's a lot of robo-clicks.

"Bots" aren't actual robots sitting at a computer, of course. They're a kind of?specialized software that can do anything from clicking an ad thousands of times to commenting or registering for an account. They're everywhere; Facebook recently revealed that it has over 83 million fake users, many of which are certainly bots. There are also friendly bots, like the ones Google uses to index sites, but they generally try to stay out sight and not cause trouble.

Solve Media works in the CAPTCHA world ? those "type what you see" tests that purport to check that you're human ? so it has had many occasions to study bots'?behavior. Its 10 percent number is based on looking at more than?100 million unique visitors a month across its ad network for over a year, applying hundreds of what they call "attack vectors" to identify bots.

Solve Media's CEO told AdWeek that as the same bots get encountered again and again, the company gets get "more and more reputation data and a valuable understanding of who they are and what they are." In other words, they don't just count the bots, they get to know them.

Most bots are based in the U.S., they said, but U.S.?websites aren't actually the highest in bot activity, with around?16 percent off traffic attributable to them. In Singapore and Taiwan, Solve Media found bot rates of more than?50 percent. And it's rising: the company?says "aberrant traffic" rose 400 percent during the 18-month study.

That's bad news for advertisers who have spent their money on display ads. If half the visitors to a site are fake, that's half their money wasted! Solve Media, naturally enough, recommends its own platform for controlling such fraudulent activity, but if even a top-shelf website like Facebook has trouble doing it, the problem may be getting out of control.

China gov't expert questions Brit's cause of death

BEIJING (AP) ? A prominent Chinese government forensic scientist has questioned the cause of death of a murdered British businessman, casting doubt on the official version of a scandal that reached into the upper levels of the Communist Party.

In a post to her blog that has since been removed, Wang Xuemei, a forensic expert with the top prosecutors' agency, said the official accounts lack sufficient evidence that Neil Heywood died from cyanide poisoning, which she describes as leaving the body obviously discolored.

Heywood's murder in November is a central element of the scandal which led to senior Chinese politician Bo Xilai's ouster from the leadership. Bo's wife, Gu Kailai, was given a suspended death sentence last month after confessing to murdering Heywood over a business dispute by pouring cyanide into his mouth.

Wang confirmed in a phone interview Thursday that she is the author of the blog entry posted late Wednesday detailing her suspicions. She said she has had no access to the evidence but points out discrepancies in details that have been made public.

Wang said acute cyanide poisoning usually causes a quick death with noticeable symptoms such as convulsions, coma and a sudden halt in breathing that Gu or Gu's accessory should have described in their account of the crime, but did not.

Despite the absence of such testimony, "our court went as far as to accept the conclusion of cyanide poisoning as the cause of death. About this, I feel very pained, very uneasy, very frightened!" Wang wrote.

Prosecutors who handled Gu's case either declined comment or could not be reached. Wang's posting marks the first time a senior law enforcement figure has questioned the government's public version of the messy scandal.

In the official account, Gu's murder of Heywood in a hotel in the city of Chongqing was initially covered up by Bo's longtime aide, police chief Wang Lijun. After becoming estranged from Gu, and later Bo, Wang fled to the U.S. Consulate in nearby Chengdu, fearing for his life. Wang was sentenced to 15 years in jail on Monday for his thwarted defection bid and for helping to cover up the murder.

Beyond that pre-packaged version, the scandal exposed divisive infighting in the party and distracted leaders from preparing for a once-a-decade political transition.

Wang, the forensic expert, wrote that the local forensic specialists who handled Heywood's body before it was cremated would have immediately observed the discoloration of the corpse or that blood samples were abnormally bright red in color, yet none in such a position have been held accountable for apparently assisting in the cover-up.

Wang said she did not doubt that Gu intended to murder Heywood and tried to carry it out. However, she said the poison was likely not enough to kill Heywood and that someone else's involvement in finishing off Heywood could not be ruled out.

Google Play services rolls out to Android 22 and above, the eager can download directly

Google recently announced to developers the availability of a new "Services" platform, to allow better integration of its core products in 3rd party apps. The update comes in the form of an APK that will automatically find its way to handsets with Android 2.2 and above. But, for the impatient amongst you, it's available for download directly from the Play store now. This first release centers around better integration for Google+ (for account sign-in / Plus buttons etc) and providing OAuth 2.0 functionality, but it's expected that deeper functionality with the Google universe will take root soon. Most handily, as Mountain View decided to deliver this in the form of an app / APK, there's no pesky waiting around for networks to get it to you. Washington, D.C. - A study presented at the American Academy of Otolaryngology - Head & Neck Surgery Foundation Annual Meeting in Washington, D.C. shows that the MD Hearing Aid line offers a reasonable low-cost solution to those who are not using hearing aids or other amplification devices because of cost concerns.

In the study, researchers at the Michigan Ear Institute sought to evaluate a novel, inexpensive (under $200.) over- the-counter hearing aid regarding to its acoustic properties and also to test the hearing aid on patients with varying levels of hearing loss to evaluate their perceived benefit by using validated questionnaires.

Hearing loss affects approximately 34 million people in the United States, but hearing aid usage rates have historically remained at just 24%. One major reason for this low rate of use is that hearing aids are typically very expensive, with the average cost of a single hearing aid approximately $1,900. Medicare and most insurance companies do not cover this cost. Many medical studies have linked untreated hearing loss in the elderly with a higher risk of social isolation, depression, anxiety, and symptoms consistent with Alzheimer's dementia.

The MDHearingAid was evaluated using a Fonix 6500c Hearing Aid Analyzer, measured according to accepted standards. The measurements included saturated sound pressure level curve, high-frequency average full-on gain, frequency response, total harmonic distortion, equivalent input noise level, and input-output curve. Then the device was tested on a group of participants with mild to moderately-severe hearing loss who were unwilling or unable to purchase a custom hearing aid due to cost considerations. The participants were asked to wear the device for a minimum of 30 days and complete these self-reported surveys: "International Outcome Inventory - Hearing Aids" and "Satisfaction with Amplification in Daily Living".

Researcher Seilesh Babu, M.D. found that the MDHearingAid met the acoustic targets. All participants demonstrated user satisfaction scores that were within the standard range for patients with mild to moderately-severe hearing loss. The study found that the low-cost MDHearingAid is electroacoustically adequate and a reasonable low-cost solution to meet the needs of those value- and cost-conscious patients who were not using amplification via a custom hearing device.

Dr. Babu stated that further development and investigation of these instruments is warranted, to provide a potential opportunity for greater numbers of persons with hearing loss to have access to hearing aids and reap the medical, social, and emotional benefits from improved communicative abilities.

The HSUS and PetSmart Charities? Announce Pets for Life ...

$452,500 given to Ten Local Groups to Help Pets in Under-Served Communities

PetSmart Charities?

The Humane Society of the United States and PetSmart Charities? announced that ten local animal care organizations from around the country have been selected to receive the groups? Pets for Life Mentorship program grant, totaling $452,500 for the groups to provide direct, hands-on community outreach training tailored to help pets and pet owners in under-served neighborhoods.

?Just as there are food deserts in under-served communities, there are animal care deserts where pet owners don?t have access to veterinary care, pet supplies, and other services,? said Amanda Arrington, director for The HSUS? Pets for Life program. ?The Humane Society of the United States is pleased to partner with these local organizations and with PetSmart Charities to fill these gaps, and bring critical pet care services to under-served people and pets.?

?We?re proud to work with The Humane Society of the United States and these ten very deserving animal welfare organizations to help make a difference in their communities,? said Susana Della Maddalena, executive director, PetSmart Charities, Inc. ?The Pets for Life Mentorship program is a perfect example of our dedication to end pet homelessness by building awareness, engaging communities, and creating and funding lifesaving programs for pets.?

The trainings will be based on The Humane Society of the United States? Pets for Life outreach program and Community Outreach Toolkit, an interactive resource designed to guide animal care service providers and other social welfare advocates to develop and implement strategies to effectively deliver critical information and resources to under-served neighborhoods. The toolkit, which was funded by PetSmart Charities, focuses on outreach to areas where affordable and accessible general pet wellness care, including vaccinations, spay/neuter, dog training, as well as many other services, has not been made readily available.

The toolkit is free and available for any organization to use. It can be downloaded by visiting humanesociety.org/pfl-toolkit.

Additionally, Stray Rescue of St. Louis, Friends of Animal Care and Control, Providence Animal Rescue League, Jefferson Parish SPCA, and the Wisconsin Humane Society will receive $10,000 to cover pet care supplies (such as crates and flea/tick medication), and $1,500 for travel to an HSUS Pets for Life city for training. HSUS Pets for Life programs are currently in place in Atlanta, Chicago, Los Angeles and Philadelphia.

The Greater Delaware Chapter of the National MS Society has been able to provide funding for TRF to continue providing life-changing treatment. TRF provides their patients with tailored programs with services including physical therapy, occupational therapy, behavioral therapy and speech therapy.

Goodyear gets a bit too edgy with Lohan letter

In a wry gesture, Goodyear last week sent letters offering free driving lessons to traffic-challenged celebrities Lindsay Lohan and Amanda Bynes. But is such snarky newsjacking a smart move for this iconic brand?

Bynes skipped her suspended license hearing this week and has a court appearance slated for Thursday for two hit and run incidents. Meanwhile, Lohan said she's planning on suing a cook for slander for claiming last week she clipped him with her Porsche SUV and claiming that she was ?slurring? and ?smelled like alcohol.?

The nearly identical letters Goodyear sent the two actresses say they're ?sorry to hear? about the latest ?driving mishap,? and that they ?understand? that ?driving can be a real challenge, particularly trying to navigate all of the stop-and-go-traffic in LA and New York City.?

Echoing sentiments felt no doubt by many Americans, Goodyear continued, saying, ?we are concerned for you...We're concerned for your safety.?

The letter offered to fly the actresses out to the company's headquarters in Akron, Ohio for private lessons with their professional drivers, ?no paparazzi allowed.? These trainers could show the ?do's and don'ts of driving safely.? After a few spins around the test track, ?you'll even be able to show Herbie the Lovebug a thing or two,? quipped the letter to Lohan.

It's all pretty light as far as celebrity digs go, but it feels a little weird coming from Goodyear. This is the tire brand of trust and value. It's been around since 1898. It represents solid Midwestern values, and is a stalwart of American manufacturing.

Until now, one of its most recognizable marketing campaigns has been the Goodyear blimp: a giant rubber-coated dirigible that idles over large mainstream sporting events. It's slow. It's massive. It's authorized. Its main goal is to get?Goodyear's big yellow logo beamed out over broadcast television.

It's pretty much the opposite of the Lohan and Bynes zings. They were geared to appeal to celebrity news sites and blogs and those who read them. They were created and executed quickly in response to a piece of?celebrity news. The playful tone and the use of a source document primed them for social media viral uplift.

Twitter? Perezhilton? TMZ? Not exactly what you associate with a venerable American tire brand.

Opportunistic PR
?It's opportunistic PR,? Chris Curran, Goodyear's Vice President of Communications Public Relations, told NBC News. His signature appears at the bottom of both letters. Curran said that a piece of public relations material has to do one of three things: educate, entertain or inform. ?This does all three,? he said. ?It educates who Goodyear is, informs that there's an offer, and it also entertains.?

He disagreed that the move was out of the norm for the tire company, noting that several years ago they convinced Detroit Pistons guard Richard Hamilton to style his hair so that it looked like Goodyear's new TripleTred tire.

?Something that is fun and quirky gets across in a better way,? said Curran. ?Obviously, we do normal PR and communications initiatives to promote our products, but sometimes it's 'fun' to do something a little outside the box that gets people talking.? A lot of people inside the company have said that the letters ?were kind of cool,? too, he noted.

Goodyear isn't the first big brand to try to ride the buzz off a piece of news. Last year, Abercrombie & Fitch offered members of the Jersey Shore cast cash to not wear their clothes. Two years ago, when Obama made an offhand remark about holding a ?Slurpee Summit? with Republicans, 7-11 made an official offer to the White House to supply them with red, white, and blue colored Slurpees.

Tim Nudd, editor of Advertising Age's blog Adfreak, is not a fan of the Goodyear initiative. ?It's definitely a cheap publicity grab, and if you're a generally well respected brand -- which Goodyear is -- engaging these kinds of marketing gimmicks will only cheapen your brand accordingly,? he wrote by email. For Goodyear, your ?absolute No. 1 brand attribute is trust. Why align yourself in any way with people who are reckless?? he said. ?It's transparent celebrity-baiting.?

But what do the people think? Judging by the comments about the campaign on Twitter and blogs, they mostly think, ?LOL,? ?Hilarious? and ?Brilliant.? So, success?

If there's one guy who can sort it out, it's Alex Bogusky, formerly one of the main creative engines behind advertising agency Crispin Porter and Bogusky. Among others, they're the ones responsible for all those unnerving ?Wake up with the King!? Burger King ads. He should know a good counterintuitive campaign from a bad one.

And guess what??He likes it.

?I love this kind of thing. It's a good way to inject tires (which are boring) into the public conversation,? Bogusky wrote by email. ?And it seems to me that Goodyear knows a bit about driving and is doing us all a favor in trying to teach this woman how to drive.?

His enthusiasm wasn't unabashed, however, pointing out two little bits of logical misfires, ?1. Can you really teach someone how to drive while impaired? I don't think so,? and, ?2. What does it say about Goodyear's expertise when she crashes AFTER their lessons? Which she invariably will.?

Luckily, there's probably little chance of either of the two actresses taking time out from their busy schedules to take Goodyear up on their offer. Goodyear says it hasn't gotten a response from either Lohan or Bynes.

$10M suit lawsuit against J.Lo dismissed

Jennifer Lopez can rest easy now that a $10 million lawsuit filed against her has been dismissed.

The lawsuit came about two years ago when Lopez's attorneys sent cease-and-desist letters to her former hubby Ojani Noa, his business partner Ed Meyer and producer Claudia Vazquez while they were working on a film for Telemundo called "I Owe JLo."

The film was set to tell details about Lopez's failed marriage to Noa, but when the "Dance Again" singer allegedly interfered with the flick's production, causing it to be "unmarketable," according to Vazquez, the producer sued her for $10 million for tortious interference.

While Vazquez claimed the film would be a "comedic parody of Noa's life crafted almost entirely from the material that is already in the public domain," Lopez said the movie would reveal information that could be damaging to her career.

Prior to Vazquez's lawsuit, Lopez sued Noa and Meyer for $10 million for breach of contract, violation of publicity rights, invasion of privacy, and more, after Vazquez entered into a production agreement with Meyer to produce a film about Noa's life, which would've included details about his marriage to Lopez.?

As a result of that suit, the actress was able to obtain an injunction to stop production on a film called, "How I Married Jennifer Lopez: The JLO and Ojani Noa Story," which Noa and Meyer were working on.?

Although Vazquez was named in the cease-and-desist letters Lopez sent to stop that film, she was not included in the aforementioned lawsuit against Noa and Meyer.?

Vazquez was working on a different project -- "I Owe JLo" -- at the time, and turned around and filed suit against Lopez when the film came to a standstill in light of Lopez's threats.?

Lopez tried to shut down Vazquez's lawsuit at the time with an anti-SLAPP motion, but while a judge agreed Vazquez's claims arose from constitutionally protected free speech, a trial court said Vazquez still had chance of winning the case.?

Why??Because, according to the court, Vazquez may have been able to approve that the injunction did not involve her and Lopez's actions did cause the movie to not get made.?

Lopez still appealed that ruling, however, and Monday she won.

The appellate court determined Vazquez could not base her case on Lopez's cease-and-desist letter because it is a "privileged legal communication that can't be used in court."?

Apple on Monday announced that it has sold more than 5 million units of the iPhone 5 over the weekend. The number is extremely impressive and sets a new record for opening-weekend sales for the technology giant.

Sinai raids may force Israel-?

JERUSALEM (AP) ? Israeli officials said Sunday they would resist any Egyptian attempts to reopen the military arrangements under the countries' historic peace deal, despite the rapidly deteriorating security situation in Egypt's Sinai peninsula.

But following a series of attacks staged by militants in the Sinai, including a raid that killed an Israeli soldier last week, Israel may have no choice but to allow Egypt to beef up its forces in the largely demilitarized border area.

Friday's shooting is likely to fuel new Egyptian calls to reopen the peace treaty. In recent years, as shadowy militant groups have grown more active in the Sinai, Egyptian security officials have said they need to be allowed more firepower to bring the area under control. Ansar Jerusalem, a group inspired by al-Qaida that is hostile to both Israel and Egypt, claimed responsibility for the latest attack.

For now, Israel is standing tough. Israel's hard-line foreign minister, Avigdor Lieberman, said Sunday that Israel would not agree to reevaluate the terms of the peace deal.

"There is no chance that Israel will agree to any kind of change," he told Israel Radio. "The Egyptians shouldn't try to delude themselves or delude others, and they should not rely on this demand."

Lieberman said troop strength was not the issue and suggested the Egyptian military was just not prepared to tackle the challenge.

"The problem in Sinai is not the size of the forces, it is their readiness to fight, to put pressure and to carry out the job as is needed," he said.

The 1979 peace accord, the first between Israel and an Arab country, has been a foundation for regional stability for three decades.

For Egypt, it brought the return of the Sinai, captured by Israel in the 1967 Middle East war, and access to American aid and weapons. For Israel, it allowed the military to divert precious resources to volatile fronts with Lebanon, Syria and the Palestinians.

This arrangement, however, has been jolted by the growing unrest in the Sinai since an uprising toppled longtime Egyptian President Hosni Mubarak last year. Friday's attack was the third deadly border raid since Mubarak's ouster.

Israeli jitters have been heightened by Egypt's election this year of a president from the Muslim Brotherhood, Mohammed Morsi. The Islamist group, cool to Israel, has said that Egypt will continue to abide by the accord. At the same time, it has repeatedly called for changes in the treaty's limits on troops in Sinai, seen as humiliating.

Behind the tough Israeli rhetoric, there are already signs of change. Under the agreement, Egypt is limited to light police functions in a roughly 20-mile (30-kilometer) strip of the Sinai next to Israel's border. In many cases, these forces have been outgunned by militants equipped with heavy weapons, rockets and mortars.

On several occasions, Israel has allowed the Egyptians to bring in extra troops, most recently after militants killed 16 Egyptian soldiers in an Aug. 5 clash.

Israel welcomed a subsequent crackdown by Egypt, which deployed armored personnel carriers and attack helicopters to root out militants in the Sinai this summer. But it balked once Egypt sent in tanks, some of which were removed after Israel complained.

While the tanks were not aimed at Israel and it does not consider them a strategic threat, Israeli officials said they were concerned about the precedent and that the move should have been coordinated. Israeli defense officials consider the peace agreement a matter of principle, and believe that bending its provisions could cheapen its significance.

"It is very important to protect the peace agreement, in particular the military appendix," Amos Gilad, a senior Defense Ministry official who is Israel's point man with Egypt, told Army Radio. "This deal is bilateral and agreements on changes are reciprocal. You can't open an agreement and alter it unilaterally."

In comments published in the online Dostor newspaper, one of Egypt's independent dailies, a Morsi adviser, Mohammed Seif el-Dawla, was quoted as saying he will soon give the president a proposal on amending the treaty between Egypt and Israel.

El-Dawla provided no details of the proposal, which he said would be drawn up by a panel of consultants. Amending the treaty, he said, was "a popular demand and a strategic and security need."

Hossam Sweilam, a former Egyptian general and military analyst, said such proposals are politically motivated and meant to play to nationalist sentiments. He noted that Egypt has already worked with Israel to boost troop levels in Sinai.

Egypt "got what (it) wanted and there was no objection from Israel," he said. Egypt now has more than 2,200 soldiers in the demilitarized area, along with military helicopters and mechanized brigades.

He estimated there are about 1,600 militants in the Sinai, intent on establishing an Islamic emirate there. They maintain close ties with Palestinian militants in the neighboring Gaza Strip, he said.

Eli Shaked, a former Israeli ambassador to Egypt, predicted that because of the shared interests, the two countries will work out a mutually acceptable arrangement.

"We share the same interest, cleaning the Sinai, the whole peninsula, from those elements," he said.

This might even mean formal changes to the peace accord, he said, albeit only if both sides agree.

"I cannot reject the possibility that there will be changes, with the consent of both sides, with both sides discussing it and agreeing upon the necessary amendments," he said. "I believe this will be the case."

Google Mapping May Have Spotted Shooter

Google's effort to revamp its mapping system took an eerie turn when one of its camera trucks captured what looked like suspicious behavior in Detroit.

In September 2009, Google's camera snapped photos of a man with a gun standing on the porch of the house that is said to be where a 17-month-old was found dead last summer.

The photo shows a shirtless man pointing a gun at the street. There are four other people behind him, all gazing toward the camera.

All parties on the porch look young, perhaps in their teens. The series of photos shows how they all turn to look at the Google truck as it passes by.

A meteorologist from Maryland, Jacob Wykoff, who stumbled upon the photo on Reddit, told ABC News that he found it frightening.

"Anytime you see a gun pointed at a cameraman it gets kinda scary," he said. "Detroit kind of has a reputation nowadays for doing that kind of stuff. It wasn't that out of the ordinary."

Habitual or not, the death of the 17-month-old child still strikes a chord in the Detroit population. Police say it hasn't been determined exactly how she died, and no one has been charged in her death.

People have been speaking up on the DetroitYes forum, saying this is the house where Zyia Turner, the the young child, last June.

One person commenting had compared each house with that in the Google image and found that the photo and the alleged crime scene matched.

Wayne County prosecutor Kym Worthy told CBS Detroit, though, that this photo was not enough to seal the case, and that many questions still remained.

"Was it this person's home? Because you do have a right to bear arms in your home," Worthy told CBS Detroit. "Certainly, it looks like he's on a porch that's attached to a home, so that would not be a legal issue."

UCI chief questions USADA delay on Armstrong file

(AP) ? The chief of world cycling's governing body is questioning why American anti-doping authorities have not sent him the file of evidence that prompted them to erase Lance Armstrong's seven Tour de France titles and ban him for life.

International Cycling Union President Pat McQuaid on Saturday said the United States Anti-Doping Agency had not given the UCI a date to expect the details, and he sounded impatient to receive them.

"UCI assumes that USADA have the file, the full file, as they've already made a decision based on it and therefore it's difficult to understand why it hasn't arrived yet," McQuaid said from the Road Cycling World Championships in the southern Netherlands.

Armstrong has long denied doping but chose last month not to fight drug charges by USADA, which wiped out 14 years of his results. USADA believes Armstrong used banned substances as far back as 1996, including EPO, steroids and blood transfusions.

McQuaid conceded that the allegations of doping against Armstrong, a cancer survivor-turned champion who has long been the sport's biggest name, had damaged the image of cycling. But he defended his organization, saying it was at the forefront of moves to stamp out the use of performance-enhancing drugs in sport.

"It's obvious any anti-doping case, whether it's a big case or a small case, is not good for cycling," McQuaid said. "The UCI has nothing to be apologetic about. UCI has always been the international federation that does the most in the fight against doping."

In a lengthy news conference, McQuaid also confirmed that the UCI is hoping to have at least one more men's and women's track cycling event added to the program at the 2016 Rio Olympics after the success of the velodrome racing at the London Games.

He also said the Spanish city of Ponferrada has been given 30 days to come up with a guarantee it can finance the 2014 Road World Championships or risk losing the event.
